Your application should simply refuse to start if there are no necessary Google Play services (GPS from now on), since your code may use material that is not in the outdated, outdated version of GPS, in most cases the application will crash.
What causes the update dialog is the version mismatch between the Google Play services installed on the device and the GPS version with which you are creating the application. This version is stored in your manifest file:

My personal experience indicates the right approach to resistance when updating GPS, as soon as the update appears in the SDK manager, and (if you are not sure that you want it), it is reasonable to resist at least for a couple of weeks (or maybe even completely avoid if you do not need new features, etc.).
