How to Assign EIP to Autoscaling Group VPC in a Cloud Information Template

I want to assign one of my reserved Elastic IP (ec2 classic ip) to the Autoscaling group in VPC. Using AWS Cli, I moved ip to vpc:

$ aws ec2 move-address-to-vpc --public-ip 23.23.23.23

And I saw in aws concole that this IP address was transferred to VPC. And assigned in AutoscalingGroup tags in the Cloudformation template in resources:

And the added value of "ProcessIP" in the parameters:

And it didn’t work. Get a random IP anyway. If someone can tell where I am wrong or what to add to make it work?
