Fastest way to do nested bulk inserts using scope_identity ()?

In one of our (C #) applications, we insert / update a large graph (100 attachments and updates). This is wrapped up in a transaction because I need the whole thing to roll back in case of an error. We use Dapper to execute SQL statements.

Unfortunately, the entire operation currently takes from 2 to 8 seconds. Within 2 to 8 seconds, the main tables in our database are locked, which leads to freezing of other applications or suffers from locks.

I decided that most of the time it takes one of the operations, inserts into a table containing more than 120 million records, but I'm not sure how I could optimize it.
