How does iOS determine which sharing extensions are enabled by default?

Some applications add Share Extensions by default when installing the application. Flickr is an example of this.

However, in other applications not - OneNote, Wunderlist, etc. not included by default.

Is there a parameter in the plist file that controls this? I am wondering if I can enable it by default or agree to enable this user by default when starting my application.
