Android 6.0 - What is the difference between dangerous and special permissions?

As a guide from google state, there are regular, dangerous and special permissions.

Dangerous, as I understand it, are disabled by default (is this true?).

If the application claims to require dangerous permission, the user must explicitly grant permission to the application.

Does this infection also mean updates or just new installations?

And what exactly is the difference between a dangerous permission and special permissions?

Android talks about special permissions:

Special permissions There are several permissions that do not behave like normal and dangerous permissions. SYSTEM_ALERT_WINDOW and WRITE_SETTINGS are especially sensitive, so most applications should not use them. If an application requires one of these permissions, it must declare the permission in the manifest and send an intent requesting user authorization. The system responds to intent by showing the user a detailed control screen.

Is this not the same as the quote above? I do not understand. Thanks!
