Possible lowest sound settings with winmm.dll mciSendString?

I am trying to set this entry to the lowest settings using C # and winmm.dll. I set the settings below, but I do not hear the difference. Does anyone know if I missed something?

What is this record? If it is, try reducing bit-bit to 4, and you should be the difference here. If this is music, you should definitely hear the difference between 8 bits per sample and 16.
