Can an administrator view encrypted data using SQL Server 2016 always encrypted function?

Question

This looks very good, but I realized that only the application can see the plain text of the columns, right?

Is it possible that an administrator with an SQL query can see unencrypted data? Or should it always be from the application?

If yes, can you post a small request to show this
