Developing Windows Mobile 6.5.3 with Visual Studio 2015

Does anyone know if there are ways to enable the development of Windows Mobile / Embedded Handheld 6.5.3 / CE in Visual Studio 2015?

It seems only Windows Phone (Windows 10) is supported?
