Why the navigation bar appears in full-screen applications when I click on the pop-up menu

This is a full-screen mode, but when I click the pop-up menu, a navigation bar appears (bar, including home, back)!

Question:

  • why is that so?
  • How can I fix it (so that the navigation bar does not appear?)

(I tried removing the title and adding an ImageButton with a popup menu, but that was exactly the same!) Thanks for the help!
