Ebay scheduled time mismatch schedule

Question

Create a schedule list in ebay from the application. while when planning, the application shows the date of the PC, and the user gives the time relative to its time / local time. but while the object is planned, the time does not remain the same.

How to agree the scheduled time from local to ebay. Are these always messages according to ebay time? or what time?

if it is always sent, as in ebay time, is it so to get the difference in local time and planned time and add the difference with ebay now?
