Can I download a sound file and use it to sound push notifications in iOS?

I want to upload a file and save it somewhere in my application, for example NSUserDefaults, and then play it using a push notification.

Is it possible? If so, where is the best place to store this audio file?

Yes, you can do it, but it is not as much a “better place” as “only a place”: / Library / Sounds. Here is the relevant documentation.
