Google Maps Api - show all roads for a specific area

As we know, Google Maps only show small roads with a high level of zoom. for example

a. The road is not visible (zoom level 12)

https://www.google.pl/maps/@52.3460727,20.4199669,12z

b. The road is visible (zoom level 17)

https://www.google.pl/maps/@52.3460727,20.4199669,17z

Is it possible to highlight / show these small roads with a lower level of scaling? (for a specific area)

I would like to see all the roads for the area
