Pre-populating the new github issue form with the query string

Is there a way to have a link for a new git problem that pre-populates the labels and assignment field with the labels and the user specified in the query string?

My use case is that I would like to have a link that I can provide to the testers, which ensures that they select the correct labels for my function, and also provide me with a git problem.
