Initialization of a generic variable of unknown form

The initializer Variableprovides a parameter validate_shapeso that you can change the form Variableafter initialization.

However, this is not like what get_variable()this parameter has and instead uses the default value validate_shape=Falsewhen creating a new one Variable. How to create a general Variableform that you can change after initialization?
