Android BLE callback startDiscovery () does not start even with permissions

The app is rated at 22 with a minimum version of 18 and runs as expected on Lollipop. Running Marshmallow applications requires “fine” and “rough” permissions for BLE. I added them, but the callback does not start.

Discovery is performed using UUID filtering:

I checked the Location permission in Android> Settings> Applications> Permissions. Testing on the Nexus 9. Any thoughts?

PS. I tried API 21 adapter.getBluetoothLeScanner().startScan(filters, scanSettings, internalScanCallbackAPI21);and still no luck - a similar log, but the callback does not start.

SFC. I made it work if I set the report delay:
