Windows 8 disconnect plug and play smart card

I have a problem with the delay in reading my smart card, and I think this may be a problem for the Smartcard Plug and Play service.

I thought it over and found that you can disable it using gpedit.msc. The problem is that gpedit.msc is not available for Windows 8 (not professional).

Windows 7 runs a registry called EnableScPnP, but I did not find it on Win 8.

How to disconnect the Smartcard plug-in and play with win8?
