Why did GNU binutils and GDB merge into one package?

What is the reason for this decision? Does merging affect the proposed way to create the latest binutils and gdb? (In fact, when I checked binutils-2_25_1and ran make all && make install, I received gdb.)

I did the conversion. The reason I made them a unified repository was partly historical and partly practical.
