Intellij IDEA: expand files (tabs) at startup

When I close IDEA and run it again, all open files (tabs) are closed and the project tree is collapsed. How can I restart IDEA so that it opens the files and the project tree again?

EDIT: .idea / workspace.xml was broken - about 75 kilobytes of zero amount. Strange behavior, so as not to ask the user how to handle a broken configuration file. I closed IntelliJ IDEA and deleted the file. Now the files open again when you open the project.
