IntelliJ "keep padding on empty lines" doesn't work

In Android Studio, I would like to set up a code editor so that I can move the cursor using the keyboard arrows or click somewhere on an empty line, and the cursor will be placed right below the beginning of the previous line of code.

as I understand it, the option keep indents on empty linesshould activate this behavior, but, unfortunately, after setting it up, I still can’t get what I'm used to. if the cursor goes to an empty line, it is always at the beginning of the line. tried to restart Android Studio, did not help.

Googled did not find much information.

If anyone knows how to get this behavior, help would be greatly appreciated.
