The clickonce signature is grayed out. UWP C # Application

Question

This is an auxiliary application for internal use. I want to do clickonce deployment as usual using the vs2010 / windows form.

Trying to use UWP with vs2015. After a lot of pain, I am ready to deploy a test version of the application, and when I go to projects / properties / sign "Sign the ClickOnce Manifests", it will be grayed out.

I have been searching for a few evenings now, but have not found anything to enlighten me. Any help would be appreciated.
