RDF 303 Redirection Profiles

I would like to confirm something about transcending protocol 303.

If you fulfill the agreement on creating an RDF (a resource / instance file as opposed to dictionaries) using a slash URI instead of a hash URI for flexibility purposes, does this mean that each resource instance must have a specific redirect (if we want them dereferenced)? Sense, should we determine with purl 303 the redirection for each resource, either to the same or different file that we consider necessary?

Also, along the way, can someone tell me what is the difference between an information resource and a non-information resource (also called a real-world object)? In particular, does the resource description framework support the Framework Information Description Framework? Perhaps the best explanation of what a resource on the Internet is will help.
