Code does not stop at breakpoints

Question

I use VS2015and have a project C#/ ASP.NET webformsthat works well. However, now I need to add a new syntax and test it, so I opened it and set some breakpoints, but the code does not stop at breakpoints! I discovered both webconfig, and webconfig, and both of them have debug=true. I also tried rebuilding my project from the build menu, and that didn't solve it either. So what else should I do to debug the job?
