Apex 5: Administrator account locked

Question

For a long time I worked on my own workspace. Now I want to create a new workspace, add new users, ... I will sign up for an administrator account, but the account is locked.

I tried to change the password and unlock the account.

After running @ apxchpwd.sql script. I assign, but not successfully. Please help me unlock and change the administrator password.

That's my fault

I'm on APEX 5.0, but you used the apxchpwd.sql version of APEX, which comes with RDBMS 12.1.0.2.
