Does chrome fire mousemove even when the mouse is not moving?

Open the console, hover over hello, then just release your mouse. The mousemove event continues to fire even when the mouse is not moving. Is this a new mistake?
EDIT: I am observing this problem on the latest stable Windows, 46.0.2490.80 m, but I do not see it on the latest version of Ubuntu 46.0.2490.80.
