Hello

Does chrome fire mousemove even when the mouse is not moving?

https://jsfiddle.net/uxhazvyb/

<!doctype html>
<p id="hello">Hello</p>
<script>
    document.getElementById('hello').addEventListener('mousemove', function (e) {
        console.log('mousemove');
    }, false);
</script>

Open the console, hover over hello, then just release your mouse. The mousemove event continues to fire even when the mouse is not moving. Is this a new mistake?

EDIT: I am observing this problem on the latest stable Windows, 46.0.2490.80 m, but I do not see it on the latest version of Ubuntu 46.0.2490.80.
