Chrome "throttling" turns HOTKEY on / off

Question

I often:

• disable throttling in the drop-down menu
• click update
• enable throttling through the drop-down list

This is a little challenge every time! I can’t just press the "phone" button because it doesn’t load the page when updating

Is there a hotkey for turning ON / OFF throttling ONLY, and not for viewing the phone, and not for common tools, but SPECIALLY and ONLY Throttling?

Chrome fixed this. Now they have an “offline” checkbox on the network, and now it is separated from viewing the phone.
