I have come across a similar problem when upgrading Ubuntu 12.04.x to 14.04.x using the custom PPA that was previously used to upgrade PHP5.

I am tracking the problem and found that the package has a problem which is libaprutil1.

I try the following and fix my problem

apt-get remove libaprutil1
apt-get autoremove
apt-get install apache2

Hope this helps!
