Access to my ionic app, even the screen is locked (Android)

Question

I created an emergency application for users, now I want if the screen is locked (with a template or password). I want to show some specific details on the screen, and the user can see this without having to unlock the phone. (I may request user permission when installing the application, or I can make this permission set as a function after installation, from the user.) Please help.

I do things in the Ionic framework.
