Following the tutorial , I created this layout:

I want that when I leave the scroll in the middle (when only the bottom of the application panel is visible), then the application panel should either hide itself or show itself completely , as it happens in the google play store:
Please note that when playing Google, the application bar will never be hidden if none of the fingers touch the screen.
How to make the application bar like this?
