Alternatives to Continuous Request Notifications in Oracle 12c Configuring CDB / PDB

For a long time, a trawler and a massive fan of the site (you guys taught me how to code such great details for all of you: D).

Regarding my first question:

My company is currently developing an application that is complete with an Oracle database, now it will be deployed in a multi-tenant architecture 12c. However, the problem is that our offshore development house was developed and tested on 11 g and incorrect infrastructure, which I have already done and basically fixed since joining Compnay several months ago.

Now we are faced with a stumbling block, it became obvious that our development house does not have the real experience of Oracle and SQL Server developers playing Oracle, so they are fixated on how to implement the Continuous Notification (CQN) functionality in Oracle 12c, considering that it is outdated in architecture with several tenants.

I want to ask if anyone has any suggestions in order to achieve the same CQN functionality in Oracle 12c?

The use of external scripts or solutions is feasible, mainly without restrictions on the proposals, since we are at a stage where it could potentially affect any possible resolution.
