PEP 0008: What does "true XP style" BDFL mean?

I read PEP 0008 (python style guide) and came across the following reason not to follow any rule in the style guide.

It says that it’s normal to break a rule on

to be in accordance with the surrounding code, which also violates it (perhaps for historical reasons) - although it is also an opportunity to clear someone else of the mess (in true XP style).

What does true XP style mean?
