Failed to parse .csv file downloaded using Flask

I am trying to download a CSV file, process it to get the results, and write back (upload) a new CSV file containing the result. I am very csv.readerwith Flask and cannot get the “correct” object csv.readerto iterate and work on it. Here is the code, bye
