Why are the sizes of updates / patches for Android applications similar to settings files?

I'm just wondering when I try to update the PlayStore.

Typically, let's say for Windows, when it is updated, it downloads files and fixes them. In terms of size, they are significantly small compared to its setting, which is about 3.5 GB.

So why is it not applicable for ANDROID applications? For example. any WhatsApp update is almost equivalent to the original installation file (~ 18 MB).
