There is no “accept merge request” button with access to the developer level

Question

I do not see the "Accept Merge Request" button in gitlab, despite accessing the "Developer" level. Instead, the following message appears:

Ready to be merged automatically

Ask someone with write access to this repository to merge this request.

According to the documentation, users with "Developer" access have the ability to "manage merge requests," but in this case this is not possible. I have two developer-level users who see this problem, one of which first pushed the project into a gitlab instance. I assume that he should have write access?
