IOS 9: Failed to load '<application name> at this time

Question

I can run my application on iPhone 6 iOS 9if I deploy it from xcode, or if I put the .ipaapplications in Organizer->device.

But if I download it from Cick Here , it gives a warning Unable to download '<app name>'at this time.

I checked the plist. The packet identifier is identical to ipa. What will be the solution? For iOS 9, should any of their other settings be made in plist? What is the standard plist format for iOS 9?
