UWP UnauthorizedException

I am currently writing my first UWP application to learn the ropes. I am creating a small application that extracts data from a downloaded facebook archive.

But when I try to open the file (although everyone has full access), I get a UnauthorizedException. I do not understand this, and I did not find anyone who has this problem with any old file (there are many people who have problems with more specific scripts, but not just with a simple file on the hard drive)

System.UnauthorizedAccessException was unhandled by user code
  HResult=-2147024891
  Message=Access to the path 'C:\Users\patri\Downloads\facebook-100004420950389\html\messages.htm' is denied.

  InnerException:

Does anyone know why I am getting this exception? Or is it just a fact that you should not access files on your hard drive directly in UWP applications (which would ask me why they provide a file open dialog, if so)
