Quickly add custom keyboard or numpad in app

Question

What types of restrictions exist when adding a custom keyboard or numpad in an application?

I know that some applications require you to enable keyboards in your system settings.

I recently saw an application using this keyboard:

The application does not require keyboard activation. So, how can I make my own digital scoreboard, like this one?
