PIP PIP Path in Windows 10

I just installed Python 2.7.10, Release Date: 2015-05-23 on Windows. Then I tried to call PIP through a shell that failed. Therefore, I assumed that the scripting directory in Python was not added to the path variable. However, it was added, but since

 C:\Program Files\Python27\Scripts;

instead

 C:\Program Files\Python27\Scripts\;

I added later, and PIP worked right away. Is it safe now to delete the first? And how can I notify developers of this error?
