Does VS 2015 create an Azure Publishing Wizard not related to the ARM resources created?

I can see the ARM cloud services from the publish wizard, but I can’t see the ARM storage when using the administrator account. I can publish to the ARM Cloud service with an administrator account, but I must specify the ASM storage account.

When using an account with RBAC access limited to the resource group containing the aforementioned cloud service, the publishing wizard says that cloud services are not available in this subscription. VS Cloud Explore shows the correct limited RBAC resources, with the exception of the cloud service. I can log in to the new dense portal with a limited RBAC account, and I see the expected cloud service and supporting resources.

Does anyone succeed Publishing with RBAC Restricted Accounts from Visual Studio 2015?

The Visual Studio Cloud Services Publishing Wizard currently only works with Azure Management APIs. Thus, everything that requires passing through the Azure Resource Manager API (V2 storage, RBAC accounts / subscriptions) will not be displayed in the publishing wizard.
