Download .htaccess from Root Directory

So, I am creating a template system that is the same on several sites, the only thing that has changed is the configuration file. I make sure that all files are obtained from the root directory. I can do this with all my php and html files, but I do not see to understand this in my .htaccess file. How to configure the directory is / home / user _name / template, and then there are folders such as / home / user _name / site1.com and all sites. So, how can I get the whole site to use the same .htaccess file. Hope this makes sense!
