I downloaded and installed sbt-0.13.9.msifrom the official sbt website. However, he reports that this is actually 0.13.8:

sbtinstalled in 0.13.8your project configuration.

Your build.propertiesfile probably contains the linesbt.version=0.13.8

If you want your project to be versioned 0.13.9, just update the value.
