What is the difference between a cloud resource and a cloud service?

Question

We are just starting with Microsoft Azure, and I read through the recommendations for implementing Azure infrastructure services ( https://azure.microsoft.com/en-us/documentation/articles/virtual-machines-infrastructure-services-implementation-guidelines/ ). The document talks about cloud resources and cloud services, but I found that I was confused by the difference between them - (and could not find anything when trying Google!). Can anyone comment!
