Syntax update browser cache for HTML document

The website is accidentally encrypted in the browser for about a month with the Expires and max-age headers set.

Freshness validation should work as expected with a heading If-Modified-Sincein the next request. But for some reason, many IE users (including IE11) no longer receive the new version, since the browser does not make a request.

Is it easy to intercept the cache for resources such as CSS, but how to do it for the document / website itself? I can’t just change the URL.
