Is localStorage considered cookie browser

I am making a small HTML page with Javascript. It will not be needed on the server side, but I need to save what the person did, so I use localStorage. (Checklist)

Now in the browsers of the days it is possible not to store cookies, and sites warn the user if they use cookies or not.

So my questions are:

1: Do I need to warn the user that the data is stored, but only on the client side?

2: Do browsers consider localStorage and sessionSotrage a kind of cookie? I mean, do not save data when the user chooses to always delete cookies or consider them as a threat.
