Standalone private property map with navigation in iOS

I have an idea to build an autonomous map for my campus (its coverage is almost 3-4 miles). As new students or guests can go to different blocks on campus. The student can see himself on the map at his current location and can select a destination from a predefined list of places, and the application will navigate through them.

I have learned a lot since maptiles can help me in displaying maps. But is there another effective way to display a campus map? And I have no idea how I will navigate the user (since the private property area is not available by the Google Maps API (or some other)).

Any suggestions would be helpful. :)

I’ve been studying ArcGIS in the last few days, I learned how to create my own “geodatabase” using “ArcGIS for Desktop” to render offline maps on iPhone.

However, now I'm worried about how to navigate the user.

And I will welcome any suggestion / idea to achieve it using any other approach.

You can achieve this with MapBox.

MapBox is an alternative to GoogleMaps and supports standalone maps.
