Facebook api 2.4, permission user_group

Question

I created a website that required user_group permission, but when I decided to publish it, I submit my applications for review, I found that user_group permission could not be approved.

But my site should get a list of user groups, how can I do this?

I tried using the FQL or GRAPH API with the permission "user_managed_groups", but in the answer there are only groups that I am an administrator.
