Cannot Resize AWS EBS Root Volume or Create Large Swap Partition

I have an Amazon Web Services EC2 Debian 8.0 instance with a 35 GB Elastic Block (EBS) block size. fdisk shows the size correctly, but my root partition is still at 7.8G, although I tried to execute resize2fs.

As you can see, resize2fs has no effect. I also cannot create a swap partition with a volume larger than 1M.

This problem occurs in all of my instances. Although everyone has 30-35 GB EBS volumes, I cannot resize them, and they remain at 8 GB. When I attach only an additional volume besides the installed root, it works fine.
