How to register my WP device in dev account?

Question

I am having trouble registering a WP8.1 device for a developer account. My account is active. The device was previously active, but I reset the phone (Nokia 620), and after that the developer tools did not activate this phone. In the list (in dev acc) this phone has been deleted.

after I click "register", you will see this window:

and that’s it. The second window closes after a few seconds and the registration process does not end. Please, help:)

Make sure your computer is connected to the Internet. I had a similar problem when the network proxy was configured incorrectly.
