Can math libraries like Atlas and MKL be used on smartphones?

Now I want to install my own application on smartphones with orroid os or ios. Since my application will perform a lot of mathematical calculations, I want to use ready-made math libraries like Atlas and MKL, can someone tell me if I can use these libraries on smartphones? I searched through Google and found no links. thanks a lot!
