How to transfer files through an iPhone personal access point between devices?

Question

Is it possible to transfer files via iPhone hotspot ie, the iphone connected to the cellular network creates a Wi-Fi access point, and one of the devices is connected to this wi-fi and transfer data between these two devices through the access point?

The iPhone has an application, listening to some port or some medium through which another device can send files to this iPhone application and record / save files sent from another device.
