EBUSY: resource is busy or locked, open "PATH HERE"

I know this was asked before, but I still cannot fix my problem. I'm still a beginner and just learning Javascript. And when I tried to save my files yesterday, I got this error: EBUSY: resource busy or locked, open 'C:\Users\User\Desktop\Practicing environment\index.html'I have no idea what that means. I tried to restart my laptop and it worked for about 5 minutes at max. I can’t continue to study if I can’t save it.

I tried changing the IDE from Atom to parentheses and vice versa, I still got the same error when I try to save the code.

I found that in Angular projects, starting the build from a folder src, and not from other internal folders, such as src/app/...., will help reduce the problem.
